Parging is the mortar coating on the part of your foundation that sits above ground. It takes the weather that the buried section never sees, and when it fails, the concrete underneath starts taking that weather directly.

Why It Fails Here

The grade line is the hardest place on a foundation. It goes through wetting and drying, and it goes through freeze-thaw cycling every time the temperature crosses zero, which in a Winnipeg spring can happen repeatedly within a single week.

Water gets into small defects in the parging, freezes, expands, and lifts the coating away from the concrete. Once the bond is broken, the gap collects more water and the next freeze takes more of it.

Splashback makes it worse. Rain hitting the ground beside the wall throws water and grit against the lowest exposed section, which is why parging usually fails from the bottom up.

Preparation Decides the Outcome

Applying new parging over failed parging produces new parging that fails. So the first step is removing everything that is hollow or loose, which we find by sounding the surface rather than by eye. Material that looks intact frequently is not bonded at all.

The concrete underneath gets assessed once it is exposed. Where it has spalled or crumbled, that is repaired before any resurfacing goes on. Where water has been getting behind the old coat, we deal with why before covering it again.

The Grade Line Detail

Where the parging meets the ground is the detail that determines how long the repair lasts. Finished poorly, it creates a ledge that holds water against the join. Finished properly, water sheds away from it.

We also look at what is happening above: a downspout discharging onto the parged face will destroy a good repair in a couple of seasons.

Timing

This is warm-weather work. The mortar needs temperatures above freezing while it cures, so we schedule it between spring and autumn. A coat applied too late in the season freezes before it has developed strength, and it comes off with the first thaw.

Is parging structural or cosmetic?

Mostly protective. It shields the exposed face of the foundation from water and freeze-thaw cycling. It is not holding the wall up, but where it has failed the concrete behind it is taking weather directly, and that does eventually become structural.

Why does parging keep falling off?

Usually because the surface underneath was not sound when it was applied, or because water is getting behind it.
